European regulatory framework for resilient power systems - aspects of implementation

This paper provides an overview of the complex regulatory framework addressing the resilience and cybersecurity of power systems. Based on a top-down approach, it provides a high-level abstraction of the the obligations emerging from adopted legislative acts and proposals, aiming to highlight the novelties in the regulatory framework. It also describes the emerging obligations of the relevant entities from the electricity sector and discusses the possible implementation challenges of the framework. The paper concludes that the existing complementarities between the legal acts of the framework and the synergies between technical, security and organizational measures implemented by the relevant electricity sector stakeholders will contribute to increased resilience and cybersecurity of the critical entities.
