Institutional and normative issues of technical regulation of requirements for eco-friendly packaging of foods

Food packaging, including dairy packaging, made of biodegradable materials has not yet been adequately reflected in technical regulations.Ecological, including biodegradable, packaging materials must have adequate mechanical capacity, permeability, migration and other critical characteristic properties for food packaging. The specified requirements for eco-friendly packaging of food products as a process and for packaging materials used for this purpose should be reflected in regulatory documents of different levelstechnical regulations, standards and specifications-by updating these documents or creating special regulatory documents on eco-friendly packaging. The purpose of the research, the results of which are reflected in this article, is to assess the possibility and feasibility of adding requirements for packaging of dairy and other food products using modern eco-friendly biodegradable materials to standards, specifications and documents of another level, which, taken together, represent the documentary basis of technical regulation. The above stated objective of the conducted research and the article based on its results required a comprehensive and consistent consideration of the features and scientific approaches to the issues of food packaging in general and biological packaging of the said products, as well as a study of the requirements for the implementation of technical regulation in the specified area. The study of the problem gives grounds for the conclusion that it is possible to include the requirements for eco-packaging in all regulatory documents that make up the documentary array of technical regulationtechnical regulations, standards and specifications.A typical template for modifying standards to include the requirements for ecopackaging of food products is proposed. It may also be advisable to develop special regulatory documents, the scope of which will be the requirements for eco-packaging both in terms of packaging technologies and in terms of the biodegradable and other eco-packaging materials used.A scheme for involving the issues of eco-packaging of food products in the documentary base of technical regulation is proposed.
