Development of Frequency Control Model for Luzon Grid in the Philippines
The necessary evolution of power grids, like the rapid surge of renewable energy sources, poses challenges to power system stability, particularly in maintaining system frequency. This paper proposes a Frequency Control Model (FCM) developed for the Luzon Grid in the Philippines to evaluate existing frequency response capabilities and investigate the impact of VRE integration. The FCM captures the dynamic interplay between grid components and incorporates existing Frequency Control Ancillary Services (FCAS) response. It offers capabilities to quantify existing frequency response, evaluate new technologies, and recommend improvements. The FCM was implemented using MATLAB and Simulink. Case studies on Battery Energy Storage Systems (BESS), Mandatory Frequency Response (MFR), and demand response demonstrate the model's effectiveness. The FCM supports informed grid planning and operation decisions for a more reliable and sustainable power grid.
