Formation and implementation of mechanisms for preventing corruption in state authority bodies

The article examines the problem of forming and implementing mechanisms for preventing corruption in state authorities of Ukraine. Corruption is one of the biggest challenges for democratic processes, economic development and national security of the country. The work focuses on the need to improve anti-corruption mechanisms, increase the efficiency of existing institutions and adapt best international practices to Ukrainian realities. The article also analyzes current legislative initiatives, in particular the Anti-Corruption Strategy for 2021–2025, the problems of implementing strict sanctions against corrupt officials and the importance of forming a culture of non-tolerance of corruption in society. The article emphasizes the need to adopt a single legislative act on law enforcement agencies National Anti-Corruption Bureau of Ukraine (NABU), specialized anti-corruption prosecutor's office (SAP), State Bureau of Investigation (SBI), High Anti-Corruption Court (HACC), which could regulate the activities of these bodies within the framework of a unified approach to issues of responsibility, independence, effectiveness, etc. It is proposed to improve the legal status of whistleblowers of corruption by defining and legislatively enshrining specific means that will provide guarantees for the rights of whistleblowers in the event of violation of such guarantees, as well as to develop an expanded, systematized in one regulatory legal act NPA procedure for receiving, registering, considering and accounting for reports of corruption, and to develop detailed instructions for actions of authorized officials in the field of preserving the anonymity of whistleblowers. Ukraine lacks real convictions, as well as effective sanctions, such as confiscation of property and a ban on holding public office for persons convicted of corruption crimes. The conclusions contain recommendations for further steps in the fight against corruption, increasing the independence of anti-corruption bodies and strengthening public trust in anti-corruption measures.
