Framework to identify and evaluate dynamic performance characteristics of inverter-based resources in a transmission network
The integration of inverter-based resources (IBRs) such as wind, solar, and battery energy storage into large power systems may present challenges to grid stability, traditionally maintained by synchronous generators. This paper proposes a technology-agnostic framework to assess the need for, and provision of, grid stability services essential for dynamic stability in the context of increasing IBR penetration. Key questions include quantifying necessary grid services and understanding the abilities of IBRs and synchronous machines (SMs) to provide these services. The framework evaluates dynamic stability across timeframes, locations, and operating conditions, using a combination of frequency domain and time domain analysis to characterize individual generator contributions to stability services. A novel grouping method is introduced to assess stability services while taking into account location. This work builds upon previous studies and proposes a stability services framework to aid power system planners and operators facing the challenge of maintaining grid stability as the power system changes.
