A comprehensive evaluation index system, which includes four dimensions, namely industrial efficiency, industrial innovation, development environment and opening-up, and uses the entropy-Topsis method to weight various indexes, has been established to measure and evaluate the high-quality development level of the cultural economy in China’s provinces. It has been found that the overall high-quality development level of China’s cultural economy is not high, and the spatial development is uneven, presenting a spatial pattern of decreasing from the coastal regions to the inland regions. The countermeasures and policy enlightenment for the high-quality development of China’s cultural economy have been put forward on the basis of the analysis and evaluation.
