Combining economic development strategies and national security doctrine through the introduction of an unconditional basic income in Ukraine
Problem Statement. In the context of full-scale Russian aggression, an unconditional basic income (UBI) can be a mechanism for compensation, recognition and support for all segments of society for their contribution to the struggle for independence and the restoration of the country. The UBI will act as both an economic stimulus and a social guaranteed income that will help mitigate the consequences of the war, satisfying the basic needs of all citizens, primarily those who have suffered from the conflict. The purpose is to create the prerequisites for creating a single strategy - a doctrine that will unite the efforts of citizens and civilians to achieve a common goal - building a stable and secure state. Methods. General scientific methods of analysis and synthesis, induction and deduction, grouping, generalization, etc. were used. Results and conclusions. An examination of economic strategies and military doctrines of Ukraine demonstrates that they do not fully comply with the democratic principles enshrined in Art. 5 of the Constitution of Ukraine, which confirms that the people are the bearers of sovereignty and the main source of power. They to some extent do not take into account Art. 13 of the Constitution, which states that natural resources belong to the people, because they do not provide for a fair distribution of benefits and do not provide equal access to all necessary services. The introduction of the BBD should become a key element of updated strategies and doctrines adapted to the current challenges facing Ukraine. The BBD will not only contribute to the progress of the economy, but will also support the principles of social justice and democracy enshrined in the Constitution of Ukraine, creating conditions for sustainable, resilient development and national security.
