Components of the long-term support system for the national aircraft industry development

In the paper showed how state support plays a decisive role in the development of modern national aircraft construction. This is due to high capital investments, long payback periods and high risks characteristic of this industry. Based on the analysis of foreign practice, the article highlights the following key components of state policy for the national aircraft industry development in the context of its financial support. The instruments of direct and indirect financial support are distinguished. For effective state support of the national aircraft industry, the application of these types of tools should be comprehensive and oriented to meet the needs of the industry, such as easing financial costs for the development and production of the first series of new aircraft models, facilitating market access and export support, providing initial subscription orders, financing programs training of specialists for work in the aircraft industry, information campaign, insurance of financial risks. The implementation of financial support requires an extensive toolkit, which may include direct financing tools (purchase, grants), compensation for credit financing costs, tax incentives, investments in the development of the infrastructure of the aviation industry, and the provision of state guarantees for the financial obligations of aircraft construction enterprises. In order to increase the effectiveness of the use of the appropriate financial support mechanism, it is advisable to supplement the toolkit with the creation of specialized institutions and state funding structures focused on the aircraft industry, specialized credit institutions, which have one of the goals of cooperation with aircraft construction enterprises, state insurance companies and funds. Gaps of the Ukrainian state policy to support the aircraft industry, which still hinder its development, are identified, as well as ways to overcome them.
