Humanitarian Policy: Basic Concepts
The article explores the key concepts of humanitarian policy, including the definitions of "humanitarian policy," "state humanitarian policy," and "humanitarian security." The study also addresses certain theoretical aspects of research conducted by Ukrainian scholars on decentralization processes in the humanitarian sphere, identifying the potential for their further development. The article proposes original approaches to studying the theoretical aspects of humanitarian policy, state humanitarian policy, and humanitarian security. It examines the issue of humanitarian resilience as an adaptation to threats and rapid changes in the security environment. The concepts of humanitarian space and humanitarian development are also analyzed. Particular attention is given to national security policy in the humanitarian sphere, which focuses on the timely identification, elimination, and prevention of threats and challenges arising in the context of the Russian-Ukrainian war. The formation and implementation of the goals of state humanitarian policy should be ensured through a set of human-centered humanitarian measures based on scientifically grounded, normatively defined concepts or doctrines, program-targeted frameworks, budgetary funding, and a state-public governance model. This also includes the coordination of all multi-actor institutions involved in shaping state humanitarian policy. A proposed definition of humanitarian policy is presented as a system of measures aimed at ensuring human rights, implementing the principles of social justice, and fostering national identity.
