Methods for assessing multi-component damage in emergency modes of electrical installations at agricultural facilities

The article characterizes threats of emergency, in which human, electrical installation and environment interact with each other, and its sequences (accidents, fires, electrical traumas) interacting with electro-magnetic field, that is harmful for human health and environment. The risk of man-caused emergency situation with consideration of all kind of incidents and expenses, as well as waste, depending on a number of factors is estimated. It is pointed that risk integral indicating potential dangers takes into account social-economical, technological and ecological wastes, involving physical and material expenses caused by accidents in electrical installations, equipment and networks, that damage environment. It is indicated that the risk characterizing electrical installation’s qualitative measure of danger is combined with expected damage wastes. This combination is a number connected with alteration of steady state of “human - electrical installation - environment” system, which is considered as chain of interrelated negative events, changing in space and time. It is stated that multicomponent damage is a composite indicator of sequences of man-caused incidents on objects connected with interdependent elements of damage classification under consideration. The structure of muticomponent damage in the case of electrical installation emergency condition is following: 1) damage to human which causes health deterioration or fatal case; 2) damage to local infrastructural facility; 3) damage to environment. These constituents simultaneously represent social-economical, technological and ecological damages, differentiated as immediate (direct), unpredetermined (indirect) and total without being repeated while accounting. These damages in the “human-electrical installation-environment” system are result of its dysfunction. It is noted that to estimate multicomponent damage in the absence of universal scale it is necessary to use three scales: factual, with numerical expression of damage; economical, with money terms of damage; structural, if it is impossible to use quantitative value of damage. In the case of accidents, fires in electrical installations and electrical traumas estimations should be carried out using regulatory and normative documentation and legal base of the Russian Federation. Mathematical model of multicomponent damage expressed in vector form of the definite condition in safety system is given. Abstract
