Consumer/producer risks for decentered NAWI’s manufacturing processes
This paper investigates the impact of utilizing the C pm (real capability) index, as opposed to the C p (potential capability) index, on the evaluation of conformity assessment risks in legal requirements for weighing instruments, specifically Non-Automatic Weighing Instruments (NAWI). The focus is on controls such as type approval, initial and subsequent verifications, and in-service-inspections, with implications for producers and consumers. Two cases are presented to assess non-conformity risks: Case 1 assumes a normal distribution in the production process, revealing significantly higher risks in decentred manufacturing processes, especially when considering complete calibration information. Case 2 involves the random selection of NAWIs and evaluating global risks. The study underscores the significance of incorporating measurement uncertainty and guard bands in conformity assessments, arguing that relying solely on the MPE requirement with centred process information can yield misleading probability estimations. Ultimately, the paper contributes to understanding conformity assessment risks in weighing instruments, stressing the importance of C pm and measurement uncertainty for accurate probability estimation.
