POST-WAR RECOVERY OF CITIES: SCIENTIFIC APPROACHES AND FOREIGN EXPERIENCE IN ITS IMPLEMENTATION

Scientific approaches to post-war cities recovery are analyzed. The foreign experience in implementing these approaches has been studied. The effectiveness of post-war cities recovery approaches has been researched. The application of a variety of approaches to the post-war recovery of cities rather than individual approaches is the most effective in the recovery process. High professionalism, cohesion of developers and contractors are decisive in the process of choosing post-war recovery approaches. Project implementation methods, sequence, continuity and financing of recovery stages are decisive in ensuring the effectiveness of these approaches. The presence of a clear plan, the efficiency and adequacy of restoration works, the creation of an open and transparent platform with the involvement of a wide range of investors are of much importance in the recovery process. The recovery of the physical aspects of the anthropogenic environment in cities with high pre-war population level occurs earlier than the social fabric of the city is recovered whereas in cities with medium and small level this recovery occurs simultaneously. Cities whose population during the conflict decreased not less than into one third of the pre-war level are effectively restore provided that all approaches are used. The processes of recovery of cities in which military conflicts took place after the 1990s are less effective due to external and internal forced irreversible migration of the population.
