Research on Management Method for Infrastructure Power Outage Plans in Power Transmission and Transformation Projects
The management of infrastructure power outage plans plays an important role in rationally scheduling the duration of power outage construction, executing power outage construction plans as scheduled, and facilitating the smooth progress of grid projects. However, there are some issues and challenges in the present management of infrastructure power outage plans. This paper proposes the classification of types of infrastructure power outage construction in the power system, the graded management method for power outage construction by duration, and the division of responsibilities in the management of infrastructure power outage construction. These efforts offer a scientific basis for the rational scheduling of construction plans and resource allocation. In-depth analysis is undertaken to explore the reasons behind postponements and cancellations of infrastructure power outage plans, including late material arrivals, weather impacts, and dispatch adjustments. This paper also explores optimization plans for the duration of infrastructure power outage construction, aiming to effectively reduce the duration of power outage by optimizing construction sequences and reallocating resources. By means of information technology, this paper proposes a management process for power outage plans based on “e-Infrastructure 2.0”, a digital information platform. This process covers the management of annual and monthly infrastructure power outage plans, alongside their monthly execution status, to offer precise oversight of how infrastructure power outage plans are executed. The research in this paper is of great significance in improving the management of power outages during grid infrastructure construction and ensuring the safe and stable grid operation.
