Foreign direct investment capital is a particularly important capital for growing and intergrating the international economic, supplementing capital, technology, management capacity, business ability, organizational ability and participating in the global supply chain. The FDI construction investment projects often require the accelerated construction schedule, construction quality, labor safety and environmental sanitation. The matters also causes risks for the FDI construction investment projects. This paper explores and identify the risks for the FDI construction investment projects. The expert interview method is implemented. A list of 23 experts is selected as owners, contractors, and consulting units. There are 17 risks identified during the project implementation process. The main subjects causes the risks are owners and contractors. This result is recorded as the basis for conducting a mass survey to analyze and assess the risks for the FDI construction investment projects more thoroughly.
