Based on GDM-AHP-independent weight coefficient method, the comprehensive evaluation studied of the cost control effect of the whole process power transmission and transformation project
Power transmission and transformation projects are characterized by their large scale, significant investment, and long construction periods. Evaluating their cost control effectiveness is crucial for the power sector to manage costs and optimize management mechanisms. This paper constructs a comprehensive evaluation index system for the cost control effect of such projects throughout their entire process and establishes a model founded on the combination of GDM-AHP and the independence weight coefficient method. An empirical analysis using actual data from Project $\mathbf{H}$ demonstrates a high degree of alignment with the actual cost control situation, confirming the model’s rationality and practical value. It serves as a technical guide and prototype for assessing future projects.
