Efficiency Evaluation of Digital Talent Resource Allocation for Manufacturing

Scientifically evaluating the allocation efficiency of digital talent resources for manufacturing is conducive to accelerating the manufacturing digital transformation, to promote breakthrough innovation. This paper constructs an efficiency system for the allocation of digital talent resources in the manufacturing from the input-output perspective. Taking Dongguan City, Guangdong Province, China as the research object, the data envelopment analysis (DEA) method is used. Results show that, from the year 2012 to 2022, the efficiency of digital talent allocation is a staggered and continuous "W"-shaped growth trend and low pure technical efficiency is the main reason for the digital talents ineffective allocation. It also has certain deficiencies in input and output during the research period. The insufficient number of profitable high-tech manufacturing and the redundancy of budget investment in science and technology are the main factors. In view of this, it is suggested that, to highlight innovation, improve technological efficiency, focus on input-output ratio, and optimize the development environment of digital transformation to further optimize the allocation of digital talents and promote the digital transformation for manufacturing.
