Research on Competency of High-Speed Railway Train Dispatchers for Intelligent Dispatching System

To better evaluate the competency of high-speed rail (HSR) dispatcher within intelligent dispatch system, this paper first constructs a competency indicator system for HSR dispatchers, comprising 4 primary indexes and 18 secondary indexes. Interval-valued intuitionistic fuzzy sets (IVIF) are employed to represent competency indexes, addressing the fuzziness and uncertainty in the evaluation process. To enhance the accuracy of weight calculations, this paper integrates subjective and objective weights by leveraging game theory to calculate comprehensive weights. Additionally, regret theory is applied to model the psychological behavior of decision-makers, forming the basis for a competency evaluation method rooted in this framework. A case study verifies the practicality and scientific validity of this method. The research results indicate that this evaluation method can effectively assess the competency of HSR dispatcher, providing a new tool for performance evaluation within the dispatch departments of railway transport systems.
