ONU e a Responsabilidade de Proteger
The article analyzes the lack of utilization of the Responsibility to Protect (R2P) principle, adopted by the United Nations, in the case of the ethnic genocide of the Rohingya in Myanmar in 2017. The R2P states that each state has the responsibility to protect its populations from genocide, war crimes, crimes against humanity and ethnic cleansing. However, when a population suffers serious harm in which the state in question is unwilling or unable to prevent, it is the responsibility of the international community to protect that population. In order to understand its lack of use in the genocide of the Rohingya, a content analysis is undertaken with the help of word count and association software of the official documents of the UN Security Council meetings under the agenda "The situation in Myanmar" between the years 2017 and 2019. The present work aims, in this way, to contribute to the understanding of the use of the R2P principle to prevent populations from genocide as well as proposes an analysis around the International Relations agenda, to understand the idea of international norm, humanitarian intervention and human rights protection.
