Implementation of a Cloud-Native Operating System for City-Level Virtual Power Plants
The development of virtual power plants in China is still in its early stages, with existing policies, market regulations, and business models requiring significant enhancement. Currently, domestic implementations are primarily limited to pilot projects. Furthermore, the prevailing business models are predominantly centered on demand response through invitations, lacking a comprehensive operational paradigm that integrates both technological and market value. This paper presents a new method of constructing a cloud native city-level virtual power plant operation system which has been implemented in Wuhu China. It involves the research and development of optimization algorithms and the design of functional hardware and software modules aimed at providing frequency regulation ancillary services and facilitating spot market transactions. Additionally, it proposes a comprehensive architectural design for the future Wuhu virtual power plant, encompassing all scenarios and transaction types, culminating in the successful operation of the first city-level virtual power plant in China located in Wuhu.
