THE FOREIGN POLICY MECHANISM OF THE REPUBLIC OF TÜRKİYE UNDER THE ESTABLISHMENT OF THE PRESIDENTIAL SYSTEM

The article is devoted to highlighting the peculiarities of Turkiye’s foreign policy mechanism in the context of the formation of the presidential system of government. The transition to the presidential model initiated by President R. T. Erdogan has led to significant changes in the foreign policy decision-making process, which will have a decisive impact on the development and implementation of Turkiye’s foreign policy in the coming years. Understanding the essence of these changes and the peculiarities of the foreign policy decision-making process in modern Turkiye will undoubtedly contribute to the development of an optimal strategy for Ukraine’s relations with this influential actor in world politics. As a methodological basis for the study of Turkiye’s foreign policy mechanism, the author used the structural-functional approach, as well as the ideas of neoclassical realism, which provides for the explanation of the formation of the state’s foreign policy by factors that operate not at the level of the international system, but at the level of the states and individuals. The article establishes that the introduction of the presidential form of government has led to significant changes in Turkiye’s foreign policy mechanism. The president has become its central element, making final decisions on foreign policy. A number of institutions (primarily the National Intelligence Organization, the Ministry of Foreign Affairs, and the Ministry of National Defense), including a network of formal and informal advisors, participate in the decision-making process, performing mostly advisory functions. The information received by the president from the participants of the process forms the basis on which he and his closest assistants make foreign policy decisions. The author believes that under the current foreign policy mechanism, understanding Turkiye’s foreign policy will require a comprehensive analysis of the personality of President Erdogan and his closest foreign policy advisors.
