THIS IS A CONCEPTUALISATION OF HOW TO OVERCOME THE IMBALANCE BETWEEN POOR AND RICH COUNTRIES WHEN WE USE A SYSTEMIC APPROACH TO SUSTAINABLE DEVELOPMENT IN AN INTERNATIONAL CONTEXT

We have studied the problem of sustainable development from the perspective of how to overcome the imbalance of opportunities between poor and rich countries. The study is based on a systems approach. The authors analyzed a number of new trends in sustainable development. They identified areas of international cooperation and partnership that ensure the process of sustainable development. The article showed the place of Ukraine, making decisions in line with international trends in sustainable development. Based on the latest research by foreign scientists, we found the main reasons why poverty and wealth of countries persist. The article demonstrated the specifics of international cooperation to overcome the above-mentioned imbalance. This specificity is based on a generally accepted theory and is effective, it has been proven by American scientists, Nobel laureates. The purpose of the article is to identify the features of international cooperation to overcome the imbalance between poor and rich countries in relation to their opportunities for sustainable development based on a systems analysis. The article is relevant because an acute international problem has arisen. It lies in the fact that it is necessary to find new approaches to level the imbalance of development between poor and rich countries. This is a condition for successful sustainable development at the international level. After all, this imbalance leads to the aggravation of environmental problems, the growth of conflicts in the world, the deterioration of living conditions, and the violation of human rights. As a result, we have shown the reason for the ineffectiveness of social institutions in poor countries. They are institutions of colonial eras and are built as extractive institutions. Extractive social institutions characterize the state’s resources concentrated in the hands of a minority of society; they contribute to the preservation of poverty for the absolute majority of the population of countries. Inclusive social institutions were created in those colonies where many European immigrants arrived. Modern life in these countries is favorable for sustainable development. Thus, it is necessary to change the aid model, focusing the efforts of Western countries not only on ensuring physical living conditions, but mainly on creating inclusive social institutions in poor countries.
