Cogobierno sobre el nivel básico educativo: coyuntura en la administración federal 2006-2012

This study aims to describe the characteristics of the interinstitutional relationship between the Federal Executive, the Secretariat of Public Education, and the National Union of Education Workers within the framework of the 2006-2012 administration in Mexico, specifically concerning the development of agreements and political practices oriented toward basic education. The study examines the prevailing administrative context, which was shaped by a discourse tied to modernization/competitiveness and teacher professionalization, aligned with the implementation of the Alliance for the Quality of Education (Alianza por la Calidad de la Educación) and the Comprehensive Reform of Basic Education (Reforma Integral de la Educación Básica). The analysis is supported by the historical method and the history of education framework. Accordingly, the research followed three phases: a) heuristic, b) hermeneutic, and c) expository.
