SERVICE-COMBAT, REGULATORY AND LEGAL PRINCIPLES OF THE TACTICAL GROUP ACTIVITY DURING THE EXECUTION OF COMBAT TASKS BY UNITS OF THE NATIONAL GUARD OF UKRAINE

In the provisions of the scientific article, the authors of the study, using general scientific methods, conduct a study of the regulatory and legal regulation of the activities of the tactical group headquarters of the National Guard of Ukraine as a subject of service and combat activities of the security and defence forces. The authors reveal the provisions of the requirements of the legislation of Ukraine, orders of the Supreme Commander-in-Chief of the Armed Forces of Ukraine, orders (regulations) of the Ministry of Defence of Ukraine, the Ministry of Internal Affairs of Ukraine, the Commander-in-Chief of the Armed Forces of Ukraine, the General Staff of the Armed Forces of Ukraine, the Commander of the National Guard of Ukraine, directive documents of the supreme commanders (commanders) of the troop groups under whose operational subordination the tactical group is and which guide the headquarters of the tactical group in its daily service and combat activities. In the scientific article, the authors analyse the main tasks of the tactical group headquarters in the process of performing service and combat activities. The authors analyse the functions of the tactical group headquarters, which are regulated by the daily tasks of the tactical group’s service and combat activities. In the provisions of the scientific article, the regulatory and legal status of the tactical group commander and officers of the tactical group headquarters departments is examined. The authors emphasise that the National Guard of Ukraine is created in the form of a military formation which, along with law enforcement functions, is involved in certain military tasks to ensure the internal security of the State, repel armed aggression, participate in special operations to neutralise armed criminals, combat sabotage and reconnaissance forces of the aggressor (enemy), and stop the activities of paramilitary or armed formations (groups), organised groups and criminal organisations on the territory of Ukraine as well as in measures related to the suppression of terrorist activities, which is why the question of whether this military structure is a part of the system of law enforcement agencies (law enforcement bodies) requires additional scientific analysis. The authors substantiate proposals for amendments to the current legislation of Ukraine and subordinate regulatory and legal acts in terms of modernising the terminology that corresponds to the realities and functional purpose of a tactical group as an entity of the security and defence forces.
