ON THE IMPACT OF NORTHERN PENSION BENEFITS ON THE DECISION OF RESIDENTS OF NON-NORTHERN TERRITORIES TO LIVE AND WORK IN THE ARCTIC

One of the main tasks of ensuring sustainable socio-economic development of the Arctic zone of the Russian Federation (AZRF) is to stabilise and increase the number of able-bodied population living in this territory. The main mechanism for attracting the population to the northern territories is the system of special ‘northern’ benefits. Therefore, research into the specifics of the impact of special northern social guarantees on migration processes in the AZRF is relevant. At the same time, there is a lack of studies assessing the impact of northern pension benefits on the decision to live and work in the Arctic by residents of non-northern territories. The article considers the awareness of the population of non-Arctic regions about northern pension benefits, the attitude of the population of non-Arctic regions to these benefits, their influence on the motivation to move to the northern territories on the basis of surveys conducted by the authors in the Vladimir region. It is established that the residents do not deny the possibility of moving to the North, the northern pension benefits, if actively used, can change the ‘portrait of a migrant’, sweeping it away in favour of men and persons living in urban areas, the level of awareness of northern pension benefits and preferences is insufficient.
