Investigating the challenges of performance management systems implementation in The Ministry of Health and Social Services, Kavango East Region, Namibia.

The research examines the difficulties associated with the implementation of performance management systems within the Ministry of Health and Social Services in the Kavango East Region. Performance management systems often encompass performance evaluation and staff development. The performance management system in Namibia was initiated and executed by public services after receiving Cabinet approval in August 2011. The research sought to evaluate the obstacles encountered in the execution of a performance management system within the Ministry of Health and Social Services at the Regional Directorate of the Kavango East Region via a qualitative methodology. The research concentrated on the personnel of the Ministry of Health and Social Services at the Regional Directorate of Health in the Kavango East Region, encompassing both management and general staff. A total of 18 participants were engaged using interview guidelines to collect data. The primary findings indicated that the implementation of PMS was deemed unsuccessful owing to obstacles including insufficient training on its utilisation within the business, inadequate knowledge and skills, suboptimal design, and insufficient management engagement in implementing PMS. Respondents in this survey reported that insufficient resources and the absence of performance objective implementation are additional hurdles to execution. The research advocates for the implementation of the PMS in the Regional Directorate of Health in the Kavango East Region through the use of several models, mostly determined and decided upon by management.
