Evaluation and Improvement of Electronic Traffic Law Enforcement Business Process: Case Study of Regional Police Traffic Directorate in Indonesia
The increasing trend in traffic violations requires reliable performance of the Electronic Traffic Law Enforcement (ETLE). However, the set of enforcement activities in the ETLE business process struggles to handle the growing volume of violations, with the annual validation rate in our case study of $\mathbf{0. 5 \%}$ to $3 \%$, leaving more than $95 \%$ of violation data unprocessed. This situation emphasizes the need for improvements in ETLE, particularly its business process. The study aims to evaluate the existing ETLE business process and enhance its efficiency by improving validation productivity. The evaluation phase implemented COBIT 2019 framework, explicitly focusing on the DSS01 process, integrating with process mining and graph similarity. The results show a gap between the current and target capability levels of DSS01 process. For Define, Measure, Analyze, and Improve methodology of Lean Six Sigma, transition time analysis, cause-effect diagrams, and discrete-event simulation were applied to identify potential bottlenecks and simulate several scenarios. The improvements resulted in a significant increase in validation productivity. Scenarios with adjusted resources reach a $\mathbf{2 0 0. 4 2 \%}$ increase in validation productivity and a validation rate of $6.94 \%$. Meanwhile, scenarios with an extended validation period experienced a validation productivity growth of $\mathbf{4 2 4. 7 4 \%}$ and a validation rate of $\mathbf{1 2. 1 \%}$.
