CONSTRUCTION DISASTER AS A STATE OF SECURITY THREAT

Safety in every sphere of human life, including construction, is an important value that requires special protection. Everyone uses civil structure, which proper implementation and maintenance determines the safety of users of these facilities. Irregularities in this scope may result in a construction disaster, which cause huge social and economic costs. The se disasters are to be prevented by compliance with the provisions of the Building Law, the purpose of which is to ensure the safety of civil structures. These regulations provide for sufficient instruments to ensure proper construction and maintenance of construction works. However, the obligations resulting from the applicable regulations are not always sufficiently enforced by construction supervision authorities, which means that construction disasters are an infamous element of the construction process. The solution to this problem could be forms of control activities used more widely by the construction supervision authorities, which would allow for earlier detection of irregularities and, consequently, in many cases would allow avoiding the threat or even the occurrence of a construction disaster.
