Streamlining carbon neutrality efforts for small municipalities in Central and Eastern Europe: policy recommendations towards an effective and efficient implementation

This report summarizes information gathered during the Central and Eastern European Sustainable Energy Union (CEESEU) project, which aimed to build the capacity of public administrators in small municipalities across Central and Eastern European (CEE) countries to develop Sustainable Energy and Climate Action Plans (SECAPs) in line with the European Union’s (EU) 2030 goal of a 55% reduction in carbon emissions.
