A System Dynamics Analysis on the effect of Transfer of Central Administrative Powers to Local Authorities in Korea
The purpose of this study is to present implications for promoting policy outcome and feedback through an experimental System Dynamics analysis on the effects of transfer policy of central administrative authorities to local governments in Korea. Major system factors, related to the transfer policy of administartive powers, were derived and structured as a Causal Map Diagram, suggesting System Thinking about dynamic changes in the creation and spread of policy effects. A comparative analysis of policy effects was also conducted by constructing a simulation model using limited data.Through the analysis, it is highlighted to continue the policy drive in Korea above all else, and in order to improve the outcome of the devolution policies and strengthen feedback, the transfer of fiscal authority suitable for the transfer of administrative authority must be carried out in parallel, and the promotion of local-specific differential decentralization is effective.
