Fair Multi-Objective Demand Response Algorithm for Congestion Management of Colombian Transmission Lines

Demand Response (DR) is recognized as an economically viable solution to prevent power systems from outages during emergency conditions. In literature, a large number of DR-based strategies have been proposed to alleviate overloads on electrical lines while prioritizing economic savings for system operators. However, this approach potentially compromises fairness and competitiveness among eligible participants in DR programs. This paper, instead, introduces an alternative approach for real-time congestion management of transmission lines, emphasizing equitable exploitation of demand flexibility provided by contracted customers. Developed by the Technology Development team of Gridspertise, the proposed solution leverages edge computing devices and a multi-objective optimization algorithm to ensure a fair distribution of DR actions. Tailored for real-world applications, the approach was demonstrated in a pilot project in Colombia’s Cundinamarca Sabana North Area, under the "Digital Demand-Driven Electricity Networks" (3DEN) initiative. The effectiveness and fairness of the proposed DR-based congestion management method has been verified through a comprehensive series of comparative tests with other DR approaches.
