THE USE OF APIs FOR ACCESS TO INFORMATION AS A TOOL FOR ANALYSIS OF PUBLIC POLICIES IN THE PURCHASE AND CONTRACTING RESEARCH INPUTS
The procurement and contracting processes in public institutions, especially in the science, technology and innovation (ST&I) sector, are essential butchallenging because of the need for strict control and operational efficiency. Despitelegislative advances aimed at simplifying these processes, such as the 2016 ST&ILegal Framework and the 2021 Law on Public Tenders and Contracts, inefficienciespersist, in part owing to excessive control mechanisms. This study highlights theimportance of specialized research in this area and presents two software toolsdeveloped to extract data on bidding waivers for research and innovation products, addressing the limitations of current public data repositories and facilitating moreeffective research on these critical processes.
