O DIREITO À MORADIA NO PLANO DIRETOR DE 2006 DE UBERLÂNDIA/MG POTENCIALIDADES E ENTRAVES CRÍTICOS
The right to housing, a cornerstone of human dignity and the right to the city, finds itself at a critical juncture within the framework of Uberlândia's Master Plan. The analysis reveals the weaknesses and potentialities of the municipal regulations governing this right, emphasizing the need for strategic planning and integrated actions to address persistent challenges, despite the innovations and opportunities presented by the 2006 Master Plan, especially when compared to prior legislation. The study acknowledges progress in the Master Plan, such as the implementation of land regularization tools and democratic management mechanisms, but it also highlights structural and political limitations that hinder its effectiveness, particularly in contexts marked by historical inequalities. While the guidelines of the City Statute are consistent, they have proven insufficient to meet the needs of the most vulnerable populations. An integrated approach aligned with the 2030 Agenda and the New Urban Agenda is proposed to enhance sustainability, inclusion, and equity. Suggested measures include public policies targeting marginalized groups, increased citizen participation, and the promotion of sustainable urbanization through effective governance.
