Regional Specifics of Ensuring and Regulating Food Security in Russia: Metropolitan Cities, Land Resources, Soil Degradation and Depletion
The article examines the features of ensuring and regulating food security in our country. It is revealed that the effective implementation of the state policy of food self-sufficiency covers the main elements of socio-political, demographic, economic and military security of the country. It is certain that urban settlements are heterogeneous in their structure, large cities (millionaires) stand out among them. It has been established that intensified production and excessive load during land use directly contributes to the loss of agri- cultural allotments, the loss of a fertile layer of land, the widespread negative situation at the global level. It is revealed that the dynamic population growth in the world, especially in the poor countries of Asia, Africa and the Middle East, the globalization of economic activity, the urbanization of urban settlements, the lack of modern technologies and special equipment, expose entire continents to a constant risk of hunger and disruption of the ecological natural balance. Especially in this case, the African continent is vulnerable, which is a third dependent on food supplies from Russia. The Federal Law "On the Development of Agriculture" and the National Security Strategy of the Russian Federation are considered. It is shown that the soil is a basic natural resource, which, with proper use, ensures the food security of the regions and the country. Taking into account the formation of new risks and threats to national security, which are promoted by mutual restrictive mea-sures, it is necessary to develop protective measures, the core of which is legal regulation. The adoption of the necessary regulatory documents, primarily the Federal Law "On Food Security", will contribute to the creation of conditions for the development of state policy in the field of ensuring national food security.
