Powers of Local Governments in Environmental Protection: Some Areas of Concern

The article deals with problematic issues of imposing obligations on the management of production and consumption waste on local governments. The materials of judicial practice, in particular, of the Constitutional Court of the Russian Federation on this aspect, are analyzed. It is concluded that there is a need for a comprehensive legislative solution to these issues.
