On Delegating the Implementation of Public Actions of Local Self-Government to the Population
The article is devoted to the issues of criticism of the limitation of population participation in the implementation of local self-government. It is proposed to differentiate the degree of its participation in solving public affairs depending on the administrative territorial level, leaving "full-fledged" local self-government only at the lower (urban, rural, settlement) levels. In larger territorial units, a system of local government bodies should be established, and local self-government is proposed to be implemented as consultative forms of participation of the population (its structures) in solving public affairs.
