The participation of self government in performing public tasks in the field of economic administration
The Constitution of the Republic of Poland indicates the possibility of establishing an economic self-government. In the current legal framework, the term “economic self-government” primarily refers to chambers of commerce. These organizations are formed on the initiative of their members on a voluntary basis and perform private law tasks. For years, there has been a discussion about establishing a general economic self-government based on the principle of mandatory membership by law, performing public tasks, and partially financed by public funds. Such an initiative would be consistent with the concept of civil society, as well as the principles of subsidiarity and decentralization. This article presents an analysis of the four most significant drafts of legal acts concerning economic self-government. However, the scope of consideration is limited exclusively to the tasks that the economic self-government would be required to perform. The aim of the article is to present a catalogue of public tasks of the economic self-government, particularly those public tasks that involve the exercise of public authority.
