Research on the Impact of Regional Collaborative Innovation Policies on Beijing-Tianjin-Hebei Collaborative Innovation Based on System Dynamics

This article takes the Beijing Tianjin Hebei region as the research object, uses the system dynamics method to construct a regional innovation system model for the Beijing Tianjin Hebei region, and uses VENSIM software for simulation to analyze the impact of regional collaborative innovation policies on the collaborative innovation capability of the Beijing Tianjin Hebei region. The research results indicate that regional collaborative innovation policies mainly affect regional innovation capabilities by acting on governments, enterprises, and universities in three regions. Among them, fiscal and technological expenditures, as well as intellectual property protection policies, have a significant promoting effect on regional collaborative innovation capabilities, while tax incentive policies have a relatively small promoting effect on regional collaborative innovation capabilities. Therefore, targeted measures should be formulated and implemented to accelerate the enhancement of regional collaborative innovation capabilities, such as implementing an intellectual property protection system that is in line with the actual situation of the Beijing Tianjin Hebei region, and increasing financial and technological support.
