Policy-Making and Implementation in Disability Sport : The Case of Japan’s Special Project 2020 (SP2020)

This study analyzed the Policy-making and implementation processes of disability sports policies, with a focus on Japan’s SP2020 (Special Project 2020). By examining the policy process’s overall context and interactions, the research offers new directions for disability sports policy studies. Findings reveal that Japan leveraged the 2020 Tokyo Olympics and Paralympics to restructure its disability sports policy framework, establishing the Japan Sports Agency and fostering an inter-ministerial coordination system. Policy implementation in Shiga Prefecture, Tokushima Prefecture, and Hirosaki University was compared, highlighting the formation of a collaborative governance network that encouraged diverse stakeholder participation and supported efforts towards an inclusive society. The research suggests that disability sports policies can contribute to social integration beyond merely promoting sports. It emphasizes the importance of central-local government cooperation, stakeholder engagement within a collaborative governance network, and legal enhancements to support disability sports rights. These findings provide insights for future disability sports policy development, underscoring the need for comprehensive approaches, ongoing evaluation, and customized policies that address the needs of individuals with disabilities.
