Securing Critical Infrastructure: A Comprehensive Exploration of Modern SCADA Risk Management Strategies
Critical Infrastructure (CI) forms the backbone of nations, essential for societal function and economic progress. However, its vulnerability to intentional or accidental disruptions poses significant challenges in risk management. Industrial Control Systems (ICS) play a pivotal role in overseeing and automating processes across geographically dispersed infrastructure assets, yet they face risks stemming from information vulnerabilities, network components, and hardware/software devices. This paper comprehensively reviews and categorizes diverse risk assessment methods tailored to address technical, operational, and organizational risks. Drawing on seminal studies and standards, the analysis highlights their efficacy in mitigating vulnerabilities across software, hardware, networks, and protocols. It also addresses human error, insider threats, compliance issues, and organizational dynamics, aiming to bolster resilience against multifaceted risks within CI environments. We have developed a comprehensive Supervisory Control and Data Acquisition (SCADA) security risk assessment framework that seamlessly integrates Privacy, Zero Trust Architecture (ZTA), and Quantum readiness.
