Factors Affecting Public Adoption of Digital Government Services: Theoretical Perspectives and Model Development
This paper explores the key factors influencing the adoption of digital government services, an area critical for advancing public sector transformation. Existing models, such as the Unified Theory of Acceptance and Use of Technology (UTAUT), do not fully account for the unique complexities of digital government. This paper identifies and discusses critical factors, including Perceived Public Value (PPV), Perceived User Experience (PUX), Trust (T), Social Influence (SI), Transparency (TR), Engagement (E), and Intelligence (I), integrating them into the Digital Government Services Acceptance Model (DGSAM). These factors offer valuable insights for understanding and improving public adoption of digital government services.
