Leveraging Data-Driven Innovation and Digital Technologies for Sustainable Transformation in Urban Disaster Risk Management

Cities face the dual challenges of adaptation to climate risks and sustainable development. This study investigates the transformative role of data-driven innovation in enhancing urban resilience and sustainability, while also exploring enabling environments for sustainable transformation. Using topic modeling of 708 municipal projects, it highlights the contribution of data and digital technologies in promoting low-carbon economies and enabling disaster risk reduction (DRR). Additionally, applying a lock-in framework and QCA to survey data from municipalities, the research identifies institutional reforms and cultural changes as pivotal for reducing urban vulnerability and building capacity. The findings underscore that sustainable transformation requires systemic innovation across technology, policies, and cultural frameworks for resilient urban development.
