Force Development for Defense Data in the Artificial Intelligence Era

This paper examines the strategic importance of defense data in the era of future intelligent warfare and proposes development directions based on an analysis of the current management state. Starting with the 2020 Defense Artificial Intelligence Strategy, key milestones include the 2021 enactment of the “Directive on the Management and Utilization of Defense Data,” the establishment of the Defense Data Analysis Center within KIDA in 2023, and the inauguration of the Defense AI Center within the Agency for Defense Development in 2024. These initiatives systematically advance data collection, management, analysis, and utilization. Development directions are categorized into six areas: platform, standards and quality, security and rights, analysis and services, AI training data, and defense industry data. This study offers policy recommendations to strategically manage defense data and achieve superiority in the intelligent battlefield era. This paper examines the strategic importance of defense data in the era of future intelligent warfare and proposes development directions based on an analysis of the current management state.
