Influence of the Russian-Ukrainian war on changes in restoration and monuments protection activities

It is analyzed how the events of the Russian-Ukrainian war influenced the change in the tasks of post-war reconstruction. Considering the scale of destruction and the number of damaged objects of cultural heritage, it is necessary to attract foreign investments and private investors for reconstruction, and this requires a change in approaches to the use of architectural monuments. Since the main destruction is not caused by natural phenomena, but by weapons, it is necessary to develop technologies for restoring objects after being hit by drones, missiles and their fragments, shells, etc. It is also necessary to train experts to assess damage in the regions and improve the legal framework. On the basis of theoretical and practical research carried out by the author, which related to the systematization of data and surveys of damaged and destroyed objects of historical and cultural heritage, the analysis of foreign experience, the scale of the loss of cultural heritage was determined. As a result of the processed information, it is assumed that there will be fundamental changes in the legal field, since without this it is impossible to attract investments, including foreign ones. Since damage to objects in times of war is different than in times of peace, technologies for the reconstruction of objects after being hit by drones, missiles, their fragments, and shelling must appear. This is possible on the basis of a consolidated systematization of data on how different structural schemes react to different types of destruction by weapons. In parallel with the development of special technologies for reconstruction after destruction caused by weapons, technologies for natural causes of the state of emergency (wetting, biofouling, cracks from subsidence, etc.) will also remain relevant. Often destruction by weapons also activates this type of state of emergency, the destroyed part of the house without primary roofing will begin to lock, biofouling will appear, etc. That is, the causes of the state of emergency from the war and the traditional causes become interdependent in this case.
