Dynamic evaluation method for road resource utilization of expressways and connected urban roads
Most road networks in Chinese cities mix networks composed of expressways and urban roads. To evaluate the traffic operation status across the entire mixed network system and propose targeted congestion mitigation measures, we propose a dynamic evaluation method for road resource utilization of expressways and connected urban roads. Considering the differences between the two types of road networks, as well as the randomness and dynamics inherent in traffic operations, we develop a dynamic road utilization index based on lane running capacity. Additionally, we establish a road utilization equilibrium index to describe the equilibrium characteristics of the road network and introduce a dynamic road utilization calculation method based on survival analysis method. This method identifies the traffic flow breakdown in mixed networks, then calculate the operational capacities before and after traffic flow breakdown. Using North-south elevated road in Shanghai as a case study, the analysis of the dynamic evaluation of road resource utilization is conducted. The results show that the utilization of road resources varies in different sections and time periods within the mixed road network, and the road utilization of expressways and urban roads is significantly unbalanced. The findings provide a basis for the transportation management departments to implement the dynamic traffic guidance and coordinated control strategy.
