Drone Law Amendment Plan for Aviation Safety - for unreported drones weighing less than 2kg -

We are currently living very close to the drone, and as UAM (Urban Air Mobility) is about to become a reality, we have high expectations for the usability of unmanned aerial systems. Drones are equipped with various equipment and can be used in various fields such as military purposes, communication, delivery, filming, and drone sports. Due to this high utilization, technological developments such as miniaturization, automatic hovering function, high-performance camera installation, and obstacle avoidance function are also rapidly increasing.Amid these high expectations, aviation safety is being promoted through the revision of the Aviation Safety Act and the Act on Promotion of Drone Utilization and Infrastructure Development, but the problems regarding the classification and definition of drones and illegal acts by drones are limited to criminal punishment and fines. In addition, the difficulty in identifying the operator in case of an accident or illegal act due to the unmanned flight characteristics of a drone is the biggest problem that it is difficult to specify the target of punishment for illegal acts such as flying in a no-fly zone, illegal filming, and terrorist acts along with the development of technology. However, it will not be possible to stop the development of drone technology in order to activate drones at the center of the 4th industrial revolution. Therefore, a device that can identify drones and confirm their flight between takeoff and landing is needed. The United States and Europe are establishing and implementing regulations on remote identification devices due to the increase in such accident cases. They are creating a transparent flight culture by transmitting the drone ID, location, speed, control station location, time, emergency situations, etc. from the time of takeoff to the time of stopping.Korea is in the process of organizing regulations on drones, starting with the enactment of the Act on Promotion of Drone Utilization and Infrastructure Development. Therefore, it will be important to settle them in Korea through cases and accidents from advanced countries. This paper examines the mandatory use of remote identification devices and camera installation for aviation safety in line with the developing technology of drones.
