Combating Child Homelessness and Caring for Orphans in the Initial Period of the Existence of the Soviet State as One of the Directions of Social Policy (1917-1930)
The article analyzes a set of measures to address the problem of child homelessness and neglect, to provide state support to orphans, implemented within the framework of social policy by the Soviet authorities at the initial stage of its existence. The main regulatory documents that formed the legislative basis of the policy are considered. In this historical period, despite the limited resources, the Soviet authorities managed to achieve a significant reduction in the scale of child homelessness in the country. At the same time, the corresponding policy, which initially had clearly expressed mobilization features, gradually acquired a systemic character. These studies are of interest to both students, graduate students, postgraduates, and those who are interested in the historical aspects of such an important area of domestic social policy as the fight against child homelessness and neglect.
