A Study on Legal Issues of International Regulations on Evidence-Based Training (EBT) and Legislative Measures to Improve Domestic Pilot Training
The aviation industry requires high levels of safety and reliability, which necessitates the development of new training systems to enhance the efficiency and safety of pilot training. This study aims to establish the legal and institutional conditions for the effective implementation of Evidence-Based Training (EBT) in domestic aviation training institutions, as recommended by the International Civil Aviation Organization(ICAO), Federal Aviation Administration(FAA) and the European Union Aviation Safety Agency(EASA). EBT is an innovative training approach where pilots are trained based on actual flight data and various accident cases, enhancing their problem-solving skills and decisiveness in unpredictable situations. The study reviews international regulations and standards, including ICAO Doc 9995, and analyzes their compatibility with domestic aviation laws and training systems. It proposes legal requirements and procedures for integrating EBT into the domestic training environment and suggests ways to establish a legal framework and data management system to support its implementation. The study concludes that successful implementation of EBT requires not only compliance with international standards but also legal and institutional support aligned with domestic aviation laws and training systems. Meeting the EBT principles and application criteria set by ICAO, FAA and EASA is crucial to enhancing pilot safety capabilities, and applying these standards within the framework of domestic aviation regulations ensures legal validity. To maximize the effectiveness of EBT, data generated during training should be systematically managed and analyzed to assess and continuously improve the training programs. This approach will help pilots develop the flexibility and accuracy needed to respond to various emergency situations. Training will be tailored to individual capabilities, offering opportunities for pilots to identify and address their weaknesses. Additionally, the introduction of EBT provides student pilots with a safe and structured training environment from the early stages, laying the foundation for developing necessary response skills in real-world situations. As a result, trainees will gain the confidence to make safety-first decisions, contributing significantly to accident prevention and overall safety improvement. In conclusion, the introduction of EBT will elevate the level of domestic aviation training, strengthen the professionalism of pilots, and play a key role in establishing an internationally recognized training system within domestic airlines. This is expected to enhance the global competitiveness of the domestic aviation industry and contribute to sustainable development through the prevention of aviation accidents and improved safety.
