Safety and Reliability Credit Evaluation of Secure Power Supply

The proportion of coal power generation in the total power generation is close to sixty percent, and coal power generation is the main source of safe and reliable supply in China. In actual production and operation, it is necessary to evaluate the performance credit of coal power generation enterprises and clarify reward and punishment measures to urge secure power supply sources to consciously fulfill power contracts, and abide by trading order. This article formulates a credit evaluation process for safe and reliable power supply, including evaluation criteria such as accuracy of operational parameter declaration, cyber security management, performance deviation rate, equipment reliability, reduced output operation, implementation of dispatch management measures, electricity-coal supply indicators, and a penalty indicator for false information declaration. The rating is divided into five levels based on the total evaluation score, and the evaluation results are linked to the performance guarantee amount, priority electricity plan, auxiliary service assessment fee coefficient, and government supervision, with clear reward and punishment measures.
