INTERNATIONAL LEGAL REMEDIES OF THE RIGHT TO DECENT HOUSING

One of the main elements included in the system of the right to decent life is the right to decent housing. Housing is not a commodity, but a human right. The relevant right is a broader concept than property rights and includes non-property rights such as living in a certain place in security, peace and dignity, and serves as the epicenter of our social, emotional, psychological and economic life. Some researchers do not consider the right to decent housing as an independent subjective right in the constitutional-legal sense and sharply distinguish it from the right of a full-fledged citizen. In general, this right includes not only the right to simple shelter in a limited sense, but also to adequate privacy, adequate living space, adequate protection, and access to the satisfaction of all needs. The provisions that include the inviolability of a person's housing and private life, which are widely referred to in international and national legislation, are in fact one of the factors directly aimed at ensuring the rights of that person to a decent life. In the article, the content and universal standards of decent housing rights were systematized by the author, international, regional and national regulatory acts were analyzed in this direction, violations of the right to decent housing and exceptions in such cases, as well as soft law norms were examined in detail, relevant suggestions and recommendations were put forward.
