The article is devoted to the urgent problem of shipbuilding and ship repair cluster development, as well as key parameters of the industry as a whole. This topic becomes especially significant in the conditions of key rate growth, limitation of external financing and the need to ensure technological sovereignty. The purpose of this article is to develop a number of provisions for critical assessment of the development of the shipbuilding and ship repair industry in the Russian Federation, in particular, the functioning of the shipbuilding cluster in the Kaliningrad region, and to identify the effect of the mentioned cluster formation on the region. The authors of the article have identified the key factors of industrial production development, structurized the shipbuilding industry, revealed the principles of shipbuilding cluster functioning, revealed the problem areas of shipbuilding clusters that lack their own means of development in the conditions of sanctions and system shock effects, as well as disproportionate distribution of productive forces, showed the advantages and disadvantages of modern cluster policy in the shipbuilding industry. It is concluded that there are hidden cluster processes forming economic disproportions, functioning of cluster formations in the mode of proto-clusters, inefficient system of document flow organization. The research methodology is provided through the application of research methods that have received wide scientific recognition, as well as the involvement of representative samples of empirical data. The article implements a systematic and critical approach, as well as methods of empirical and statistical analysis.
